ISF Filing for China to USA Imports: Complete Guide

ISF filing (Importer Security Filing, also called 10+2) is a mandatory US Customs requirement for ocean imports. If you ship from China to the USA by sea, your ISF must be filed at least 24 hours before cargo loads — or CBP can issue penalties up to $5,000 per violation.

What Is ISF (Importer Security Filing)?

ISF is a US Customs and Border Protection (CBP) rule requiring importers or their agents to submit cargo data before goods leave the foreign port. For China-to-USA ocean freight, this means filing before your container is loaded onto the vessel at Shanghai, Shenzhen, Ningbo, or any Chinese export port.

The "10+2" name refers to 10 data elements from the importer and 2 from the carrier. Most importers never touch this directly — your freight forwarder or customs broker files ISF on your behalf.

What Data Is Required for ISF?

• Manufacturer or supplier name and address in China
• Seller name and address
• Buyer name and address (US importer)
• Ship-to name and address
• Container stuffing location
• Consolidator name and address (if LCL)
• Importer of record number (EIN or CBP-assigned number)
• Consignee number
• Country of origin
• Commodity HTSUS number (6-digit minimum)

Accurate data matters. Mismatches between ISF, commercial invoice, and bill of lading are a common trigger for US customs exams.
